PVG Scheme Changes from April 2026: What You Need to Know

From April 2026, Scotland’s Protecting Vulnerable Groups (PVG) Scheme will move away from lifetime membership. This article outlines what is changing, what stays the same, and how individuals and organisations can prepare.


Scotland’s Protecting Vulnerable Groups (PVG) Scheme five year membership renewal will come into effect on 1st April 2026.

These changes follow the reforms introduced in April and July 2025 and are designed to modernise safeguarding, improve accuracy of membership records, and enhance the overall protection offered to children and protected adults.

Five Year PVG Membership Replaces Lifetime Membership

From 1st April 2026, all new PVG scheme members will receive a five year time limited membership, replacing the previous lifetime model.

Membership will expire five years from the date of joining and must be renewed to stay valid.

Phased Transition for Existing Members

Disclosure Scotland will transition current PVG scheme members from lifetime to five year membership in stages, based on the year they originally joined.

  • Individuals who joined in 2011 will be moved first, progressing chronologically to the most recent joiners

  • Members of the scheme will be contacted directly before their transition and asked if they are still doing regulated work

  • No action is required unless individuals are actively applying for a PVG

A Separate Renewal Process

Renewing PVG membership will not be part of the disclosure application process.

Renewals will be completed primarily through the individual’s online account, with an offline option available for those unable to use digital services.

This separation ensures clearer record management and more efficient safeguarding oversight.

What Stays the Same

Several core features of the PVG system will not change:

  • Continuous monitoring of PVG members

  • Suitability updates to interested or authorised parties

  • The legal requirement for individuals in regulated roles to hold PVG membership

  • The duty for organisations to confirm PVG membership before allowing someone to undertake regulated work

  • The current application process and associated fees remain unchanged at this time

Organisations and individuals should continue submitting PVG applications in the usual way and should not apply early in anticipation of the update.

What Organisations Should Do Now

To prepare for the transition, organisations are encouraged to:

  • Maintain accurate records of PVG scheme members

  • Notify Disclosure Scotland when an individual stops carrying out regulated work

  • Encourage teams to keep their personal details up to date with Disclosure Scotland so renewal notices are received correctly

Disclosure Scotland will provide at least three months’ notice before an individual’s PVG membership is due to renew.
